Executive Function Curricula Compared: What Each One Is

You have a student whose decoding is fine, whose math facts are solid, and whose homework simply does not arrive. So you go looking for an executive function curriculum, because that is what the problem is called. Any honest executive function curriculum comparison has to begin with what you find next.
What you find is a shelf. Some of it is a manual with numbered sessions and a randomised trial behind it. Some of it is a trade paperback with a questionnaire in the back. Some of it is a subscription platform. One of the most widely used items on that shelf is not described by its own publisher as an executive function program at all.
This is a comparison written for practitioners, and the first thing it has to do is stop treating the shelf as one category. These products are not variants of the same object.
They differ in what they are, who tested them, who is allowed to deliver them, and what outcome anyone has ever measured. A side-by-side table that put them in the same rows would be a category error before the first cell.
That should be familiar. It is the same finding this site has now documented four times in four different corners of practice, and it holds here with a twist that the other three did not have: in this area, the strongest evidence does not attach to any of the branded programs at all.
Nothing here is clinical or legal advice, and nothing here tells you which program to choose. What follows is what each publisher and each research body actually publishes, with the boundary of every claim stated next to it.
The four objects wearing one phrase
Sort the shelf by what each item structurally is, and four groups fall out.
Manualised protocols with published randomised trials. Unstuck and On Target, Organizational Skills Training, HOPS and the Challenging Horizons Program. Numbered sessions, a specified dose, a named population, and at least one peer-reviewed controlled trial of that protocol.
Practitioner frameworks sold as books. The Dawson and Guare executive skills approach, Sarah Ward and Kristen Jacobsen's 360 Thinking, Marydee Sklar's Seeing My Time. Rich, widely used, and in every case tested by nobody in a controlled study of the named product.
Licensed classroom curricula. SMARTS and Tools of the Mind. Sold to schools by the year, delivered by teachers across a school year.
A self-regulation curriculum that the field has reclassified without asking the publisher. The Zones of Regulation.
The practical consequence: a question like "which executive function curriculum has the best evidence" cannot be answered, because the four groups are not competing for the same job. The trial-backed protocols were tested in schools at doses a weekly private practice cannot deliver.
The books were never tested at all. And the one program in this entire comparison that carries a formal federal intervention report is the one the review found had no discernible effects.
These programs do not fail to compare because the research is immature. They fail to compare because they are different kinds of thing.
Manualised protocols: Unstuck and On Target
Unstuck and On Target! is published by Brookes. The publisher's own front matter is unusually precise about population and deliverer, and both statements are worth having in front of you before you buy anything.
On who it is for, verbatim: "Unstuck and On Target! is designed for 8- to 11-year-old students who have difficulties with flexibility, organization, and planning. Specifically, school-age children who may have autism spectrum disorder (ASD), attention-deficit/hyperactivity disorder (ADHD), anxiety, or other related problems, who also have average IQ and at least a second-grade language and reading level."
On who should deliver it, verbatim: "Unstuck and On Target! is designed for use in a small, school-based weekly group of students led by a professional (teacher, psychologist, social worker, speech-language therapist, occupational therapist, counselor, or highly trained teaching assistant)."
The only competence requirement Brookes states is that implementers "should have basic skills in working with students with special needs, including an understanding of positive reinforcement techniques, and should read the entire manual before beginning the curriculum."
The 8-to-11 manual contains 21 lessons across six topics. There are companion editions: an ages 11-15 curriculum with 23 lessons, described as "45-minute lessons" taught "in small groups in any setting," and an ages 14-22 curriculum with 25 lessons listed as forthcoming. A separate parent handbook, Solving Executive Function Challenges, exists for families.
What the trials actually found
The efficacy trial is Kenworthy and colleagues, Journal of Child Psychology and Psychiatry, volume 55, issue 4, pages 374 to 383, doi 10.1111/jcpp.12161. Sixty-seven third- to fifth-graders with autism and a mean IQ of 108 were randomised to Unstuck or to a social skills curriculum. Both were delivered "during school, by school staff in groups of 3-6 students" across one school year in "28, 30-40 minute lessons."
The finding, verbatim: "Children in both groups improved with intervention, but mean change scores from pre- to post-intervention indicated significantly greater improvements for UOT than SS groups in: problem-solving, flexibility, and planning/organizing."
Note the comparator. That is Unstuck against an active social-skills curriculum, not against nothing.
The second body of work is the one that gets cited loosely, so it is worth getting right. A cluster-randomised trial in schools serving low-income communities was reported first as a 2020 PCORI final research report and then, this year, as a peer-reviewed article in Evidence-Based Practice in Child and Adolescent Mental Health, doi 10.1080/23794925.2026.2633981, PubMed 42165016.
One hundred and forty-eight children in 24 schools were randomised to Unstuck or to Parents and Teachers Supporting Students, a behaviour-management comparator, "matched for dosage."
The published result, verbatim: "Child executive functioning improved across both interventions and on all outcomes." Unstuck's differentiator in that trial was acceptability, not efficacy. The 2020 report's authors also state their own key limitation plainly: "because we did not have a control group, some of the detected improvements in the study could have been due to maturation or other factors."
Two more things belong on the record. The authors disclose that they "receive financial compensation for the Unstuck and On Target manuals," which is ordinary and disclosed rather than hidden. And the program's own site answers the clinic question with a candour that is rare in this market.
Asked whether the curriculum can be used in a clinic, the official FAQ says: "Yes! The curriculum is shortened in clinic (see scope and sequence here) and it's important to note we don't have good research data on efficacy."
Read that sentence twice if you run a private practice. The publisher is telling you that the version you would actually deliver is not the version that was tested.
Manualised protocols: Organizational Skills Training
Organizational Skills Training for Children with ADHD is published by Guilford, authored by Richard Gallagher, Howard Abikoff and Elana Spira, and dated March 2014. Guilford describes it as "an easy-to-implement intervention with proven effectiveness for children with ADHD in grades 3 to 5," provided "in collaboration with parents and teachers."
The stated audience is "Clinical child psychologists, school psychologists, counselors, social workers, and psychiatrists." The table of contents runs from Session 1 to Session 20 plus one optional session. Guilford states no session length and no qualification requirement.
What the trial measured, and against what
The trial is Abikoff and colleagues, Journal of Consulting and Clinical Psychology, volume 81, issue 1, pages 113 to 128, doi 10.1037/a0029648. One hundred and fifty-eight children aged 8 to 11 in grades 3 to 5, with IQ of 85 or above, were assigned to OST, to a performance-based comparator called PATHKO, or to a wait-list.
"Treatments were 20 individual clinic-based sessions over 10-12 weeks," delivered by therapists who "were psychologists with at least two years of behavior therapy experience with children and families."
This is the trial that produces the largest effect size anywhere in this article, and the most important thing about it is what the effect size is measured against.
Verbatim: "OST was superior to WL on the COSS-P (Cohen's d = 2.77; p < .0001), COSS-T (d = 1.18; p < .0001), children's COSS self-ratings, academic performance and proficiency, homework, and family functioning. OST was significantly better than PATHKO only on the COSS-P (d = 0.63; p < .005)."
So the headline number is against a wait-list, on a parent-report measure completed by unblinded parents. Against the active comparator, OST won on one outcome. The functional result is more useful than either: "Sixty percent of OST and PATHKO participants versus 3% of controls no longer met OTMP inclusion criteria."
One more disclosure that matters to anyone reading effect sizes for a living. The primary outcome measure, the Children's Organizational Skills Scale, was written by the same two authors who wrote the treatment.
It is now published by WPS, covers ages 8 to 13, takes about 20 minutes, and requires qualification "Level B." If you have read this site's work on what Level B actually means from publisher to publisher, you already know that letter does not transfer.
Manualised protocols: HOPS
HOPS, the Homework, Organization and Planning Skills intervention, is published by the National Association of School Psychologists). The publisher's page is thin. It describes "evidence-based interventions for students who struggle with organization, time management, and planning skills" and promises "session by session instructions," but it states no grade band, no session count, no session length, no deliverer and no training requirement.
The developer's own site fills all of that in, and does so more honestly than most vendors would. The first edition was published in 2011 and the second in 2022. On the grade band: "HOPS was developed for middle school students with Attention-Deficit/Hyperactivity Disorder (ADHD)," and separately, "HOPS can be implemented with elementary students, once they are expected to self-manage their materials; typically around 3rd or 4th grade."
On who delivers it: "School counselors and school psychologists have implemented HOPS in the majority of studies where HOPS has been evaluated."
And then this, which is the single most useful sentence any program owner in this comparison has written about their own product:
"It is important to remember that students can struggle academically and have missing assignments and low or failing grades for many reasons other than organization and time-management skills (e.g., below grade level reading or math or anxiety).
Accordingly, a student might significantly improve organization and planning skills with the HOPS intervention but continue to have academic difficulties. We would not expect students to improve in aspects of functioning not specifically targeted with intervention."
That is a program developer stating the transfer problem, in his own marketing copy, before any reviewer had to.
The HOPS evidence, including the parts that did not work
The first randomised trial is Langberg and colleagues, School Psychology Review, volume 41, issue 3, pages 342 to 364. Forty-seven middle schoolers in grades 6 to 8 were randomised to HOPS or to a waitlist.
HOPS as tested is a one-to-one, 16-session intervention in which "each session should take no longer than 20 minutes," completable in 11 weeks. In practice the providers took between 11 and 19 weeks, and observed sessions ran 10 to 35 minutes.
The parent-rated effects were large: organized action d = .88, planning d = 1.05, homework completion d = .85. And then, verbatim: "Intervention participants did not make significant improvements relative to the comparison group according to teacher ratings."
The authors' own reading of that split is worth quoting: "it may be that the effects generated by the HOPS intervention are not large enough to be noticed by teachers or did not meet teacher expectations." The study's grade-point finding carries a caveat the authors state themselves: "Independent sample t-tests were used to examine GPA because no baseline grade data were available." That is a post-test comparison, not a change score.
The larger trial is Langberg and colleagues, Journal of Consulting and Clinical Psychology, volume 86, issue 1, pages 39 to 55, doi 10.1037/ccp0000265, PubMed 29172596. Two hundred and eighty middle school students with ADHD, three arms, with sessions that "averaged less than 20 min."
Here is where it gets interesting, and where practitioner-facing writing about HOPS almost always stops too early. The What Works Clearinghouse reviewed that trial and published the review in April 2026. The study review page records that the study "Meets WWC standards without reservations because it is a randomized controlled trial with low attrition" and that "At least one finding shows promising evidence of effectiveness."
But look at which findings. In the WWC's re-analysis, both Homework Problems Checklist factors came out statistically significant. All six Children's Organizational Skills Scale outcomes did not, parent-rated ones included, and neither did the two Homework Problem Questionnaire outcomes.
That divergence between the published paper and the federal re-analysis almost certainly reflects the WWC's own analytic conventions rather than an error in either document. But it is on the public record at that URL, and if you are citing HOPS as evidence-based for organisational skills specifically, you should know that the largest trial's organisational outcomes did not survive that review.
A conceptual replication is under way. Nissley-Tsiopinis and colleagues have published a study protocol in PLOS ONE for a cluster-randomised trial of HOPS for young people aged 11 to 14, testing it "under more authentic conditions when providers are employed by schools serving enrolled students." That is a protocol with no results yet, and nobody should cite it as evidence either way. It is worth watching.
Manualised protocols: the Challenging Horizons Program
The Challenging Horizons Program is a university research program at Ohio University rather than a purchasable curriculum, and its own page is written in the past tense throughout. It describes two delivery models: an after-school program in which "Students attended the program after school ends twice per week for the entire school year," and a consultation model in which "a trained consultant worked in conjunction with specific teachers and/or counselors."
The page states no grade band, no session count, no training requirement and no route by which an outside school could acquire the program.
The trial is Evans and colleagues, Journal of Consulting and Clinical Psychology, volume 84, issue 1, pages 15 to 30, doi 10.1037/ccp0000057, PubMed 26501496. Three hundred and twenty-six students in grades 6 to 8 were randomised across three conditions for one academic year.
Verbatim: "participation in the CHP-AS intervention is associated with moderate effect size improvements in parent-rated organization and time-management skills, homework problems, and ADHD symptoms of inattention, and with small improvements in overall academic functioning and grade point average (GPA). These improvements were in comparison to CC and to CHP-M."
Read that last clause carefully. The after-school model beat both the community-care condition and the mentoring model. The mentoring model, which is the one a school could plausibly run in-house and the one that most resembles what a consulting practitioner does, was the weaker arm.
The honest companion finding is in Langberg and colleagues, Behavior Therapy, volume 47, issue 3, pages 339 to 354, doi 10.1016/j.beth.2016.01.001, PubMed 27157028: "Depending on the outcome, between 16% and 46% of participants made large improvements, moving into the normal range of functioning, and between 26% and 65% of participants made small or negligible improvements."
Group means hide that. A quarter to two-thirds of participants gained little or nothing.
Practitioner frameworks: Dawson and Guare
The Dawson and Guare executive skills approach is probably the most widely held framework in this field, and it has earned that position honestly. The professional title, Executive Skills in Children and Adolescents, is now in its third edition, published June 2018, aimed at "school practitioners and teachers (K-12)," with 38 reproducible forms. The trade titles are Smart but Scattered, second edition November 2024, and Smart but Scattered Teens, December 2012.
Two details are worth correcting, because both circulate in inaccurate form.
The first is the skill count. You will see "12 executive skills" cited constantly. The authors' public glossary does list twelve.
But the framework as applied to children has eleven, and the authors say so in their own manual: "The work of Dawson & Guare on executive skills identifies 11 executive skill domains that are felt to be critical to school success." The twelfth, Stress Tolerance, is adult-only. If you are writing a report about a ten-year-old, eleven is the number.
The second correction matters much more, and it is the sharpest single item in this article.
The Executive Skills Questionnaire is not a norm-referenced instrument
Practitioners use the Executive Skills Questionnaires as though they were rating scales in the sense that the BRIEF-2 is a rating scale. They are not, and the authors state this themselves, in bold terms, in their own manual.
Verbatim from the ESQ-R short user's manual: "Please note that this is NOT a norm-referenced rating scale using a stratified sample that matches national or international demographics, but it may be helpful to compare an individual profile with average scores of others who have taken the survey."
And again: "Since we are still gathering data on this rating scale we don't have 'norms,' so we can't tell you what is typical for any of the 5 skill areas." And again: "We do not have large-scale normative data on this instrument."
The ESQ-R has 25 items and yields five skill areas: Plan Management, Time Management, Organization, Emotional Regulation and Behavioral Regulation. It is a structured conversation starter with numbers attached, and it is an excellent one. It is not a standardised measure and it does not belong in the assessment section of a report as though it were.
If you need a normed executive function rating scale, the options are the ones covered in this site's comparison of executive function assessment instruments: the BRIEF-2, the CEFI, and the Barkley scales. That is also the list Peg Dawson herself gives when she names norm-referenced executive-skill measures in her own chapter, and her own instrument is not on it.
On the intervention question: a search of PubMed for "smart but scattered" returns zero records, and the same exact phrase returns zero records in ERIC. There is no peer-reviewed controlled trial of the Smart but Scattered program as an intervention, as of 12 September 2026.
That is not a criticism of the framework, which was never presented as a manualised trial protocol. It is a statement about what you may and may not claim when a parent asks whether it works.
Practitioner frameworks: 360 Thinking and Seeing My Time
Sarah Ward and Kristen Jacobsen's Get Ready, Do, Done model is described by its owners as their "signature executive function planning model to assess and teach students the components and process of envisioning their 'Done' goal, the temporal-sequential steps to 'Do' and the organization of resources to 'Get Ready'." Many practitioners find the visual sequencing genuinely transformative in session, and nothing here disputes that.
What the owners publish about it is worth reading precisely. The Get Ready Do Done page states that the method is "internationally used in more than 1600 schools," and then this: "Worldwide, therapists have implemented this approach to planning with measurable gains in task initiation and completion, self-regulation, working memory, and problem-solving."
That sentence carries no citation. The page's "Research" link goes to a column in CHADD's Attention magazine by Mark Katz, which is a descriptive magazine piece reporting no data.
The nearest thing to a scholarly publication is Ward and Jacobsen's own clinical-model paper in an ASHA special interest group publication, which describes the model rather than testing it. The exact phrases "360 thinking" and "get ready do done" each return zero records in PubMed and zero in ERIC.
There is also no certification. The trainings page offers lectures, consultations, a model classroom program and on-demand webinars. None of them is described as conferring a credential. If someone tells you they are a certified 360 Thinking provider, there is nothing published to certify against.
Seeing My Time is narrower and says so, which is to its credit. It is "a brain-based curriculum designed for students 6th grade through adulthood," and it targets three skills: "time management, planning and organization." Not executive function broadly. Three named skills.
Its professional training course runs nine weeks of instruction videos plus a practicum of "Ten 60-minute sessions with a practice client of your choosing," and yields "a certificate of completion." There are no stated prerequisites. The owner's own evidentiary language is "research-informed," not research-based, which is an honest word choice worth noticing.
A separate page lists four internationally certified instructors who completed "a rigorous multi-year educational training program under the personal guidance of Marydee Sklar," but the requirements, hours and application route for that designation are not published anywhere on the site. Searches of PubMed and ERIC for the exact phrase return zero records.
Licensed curricula: SMARTS and Tools of the Mind
SMARTS is the executive function curriculum from Lynn Meltzer's Research Institute for Learning and Development. In its own words, "SMARTS is a flexible, yearly licensed curriculum tailored for elementary, middle, and high school students," "Designed for students in grades 2-12," offering "up to 50 modular lessons focused on executive function strategies" that "can be taught in any order."
Its stated foundation is: "Everything we do is built on more than four decades of research on learning differences and executive function by Dr. Lynn Meltzer."
That is a claim about the research tradition behind the curriculum's design. It is not a claim that the curriculum has been tested, and the distinction is not pedantic. The impact page presents reach figures, students and educators and schools reached, and educator-survey results.
It cites no controlled study of SMARTS, no sample sizes and no outcome measures. Searches of ERIC for the exact phrase "SMARTS curriculum" return zero records, and no peer-reviewed controlled efficacy trial of SMARTS could be located as of 12 September 2026.
Tools of the Mind, and the null that closed off the usual defence
Tools of the Mind is the other licensed curriculum here, and it is the most-studied program in this entire article. It is a preschool and kindergarten curriculum built on Vygotskian principles, and its site makes a strong claim: "Research shows that self-regulation is the biggest predictor of success in school and life."
Hold that claim up against what the research actually found.
The optimistic result is Diamond and colleagues in Science, volume 318, issue 5855, pages 1387 to 1388, doi 10.1126/science.1151148, PubMed 18048670. One hundred and forty-seven preschoolers; Tools children outperformed the comparison curriculum on executive function tasks.
The authors state three limitations themselves, and they are decisive: academic measures were administered "to Tools children only"; "Before and after measures of EFs, as well as academic measures in dBL children, would have strengthened it"; and educators at one school "halted the experiment in their school, reducing our sample of dBL children."
The large trial is Nesbitt and Farran, Monographs of the Society for Research in Child Development, volume 86, issue 1, pages 7 to 119, doi 10.1111/mono.12425. Thirty-two Tools classrooms against 28 business-as-usual classrooms, children followed from prekindergarten to the end of first grade.
Verbatim: "There were no positive effects for Tools on any of the outcomes."
And the finding that closes off the usual defence: "Results indicated a wide variation in observed fidelity of implementation but no consistent associations between fidelity of implementation and any child outcomes." You cannot attribute this null to poor implementation, because implementation quality did not predict outcomes either way.
The earlier technical report from the same team found "no significant effects of the 'Tools of the Mind' curriculum on literacy, language or mathematics achievement" and "no effects on Self-Regulation" — while also reporting that "Gains in achievement and self-regulation were correlated, r = 0.35."
That single pairing is the whole problem of this field in one line. The two things move together. Moving one did not move the other.
Tools of the Mind is also the only program in this comparison with a What Works Clearinghouse intervention report, published September 2008. Its finding: "Tools of the Mind was found to have no discernible effects on oral language, print knowledge, cognition, and math."
The one that is not an executive function curriculum
The Zones of Regulation appears on more practitioner shortlists for executive function than almost anything else here. Its publisher has never called it an executive function curriculum.
In the publisher's own words: "The Zones of Regulation is the original self-regulation curriculum that helps learners build self-regulation skills for life." And, from the framework page: "a comprehensive, research-based framework that builds emotional and behavioral regulation skills through a lens of inclusion, accessibility, and science," "Grounded in cognitive behavioral theory." The digital curriculum is described as helping "learners ages 4+ build social-emotional awareness and regulation tools."
Self-regulation. Emotional and behavioural regulation. Social-emotional awareness. Cognitive behavioural theory. The phrase "executive function" does not appear in the publisher's definitional copy at all. The company brands itself as the regulation skills experts.
So if Zones is sitting in your executive function toolkit, that placement is the field's, not the publisher's. It may still be the right tool for a particular student. It is not an answer to "what curriculum should I use for planning and organisation," and treating it as one is how a student who needs task initiation support ends up learning a colour vocabulary for feelings instead.
On the evidence, Zones deserves credit for attracting the most scrutiny of anything here, and the scrutiny produced a worse verdict rather than a better one. The publisher's own research page claims "significant positive outcomes in educational and clinical settings."
Their own blog concedes the rigorous work is still in progress: "As of 2025, randomized controlled trials (RCTs) are underway at Emory University, the University of Colorado, Colorado State University, and the University of Pennsylvania."
The one published independent review reaches a flat conclusion. Mason, Leaf and Gerhardt, The Journal of Special Education, volume 57, issue 4, pages 219 to 229, doi 10.1177/00224669231170202, verbatim: "To date, there is very little empirical evidence to show efficacy for the Zones of Regulation.
According to standards published by the American Psychological Association, National Standards Project, and National Clearinghouse of Autism Evidence and Practice, the Zones of Regulation does not meet the standards for an evidence-based practice."
A second peer-reviewed paper, Love and colleagues in the Australasian Journal of Special and Inclusive Education, states it more briefly: "Although used by schools globally, no peer-reviewed evidence currently exists to support the use of The Zones."
What the evidence bodies say, and where none of these programs appear
This site has documented before that "evidence-based" means at least four different things depending on which body is speaking. That finding holds here, and it produces an unusually stark picture.
Of the five branded programs aimed at school-age students in this article — Unstuck, OST, HOPS, CHP and SMARTS — not one appears on either of the National Center on Intensive Intervention's intervention tools charts, academic or behavioural, as of 12 September 2026. And not one has a What Works Clearinghouse intervention report.
Two do have WWC individual-study reviews, which is a lower-profile product and a genuinely different thing: the April 2026 review of the large HOPS trial discussed above, and an October 2016 review of an early CHP pilot. A study review rates one study. An intervention report synthesises a program's whole evidence base and assigns effectiveness ratings by domain. Do not let a vendor cite the first as though it were the second.
Bear in mind what absence means here. The NCII charts include what has been submitted and reviewed. As NCII itself says on its academic intervention tools chart page, "The presence of a particular program on the chart does not constitute endorsement and should not be viewed as a recommendation."
Absence is not a judgement about a program. It does mean that if you were hoping to compare these programs on a common scale, no such scale contains them.
What IES does endorse, and the sentence everyone skips
Here is the part that changes what you should tell a parent.
There is a federal practice guide with an explicit executive function recommendation. It is Preparing Young Children for School, WWC 2022009, published August 2022. Recommendation 2 reads, verbatim: "Strengthen children's executive function skills using specific games and activities." Its level of evidence is "Tier 2 - MODERATE," based on four studies and 968 children.
Now the two details that almost never travel with that citation.
The effect size is g = 0.17. Statistically significant, and small.
And, verbatim from the guide's own appendix: "This domain represented the only relevant outcome domain for this recommendation." The one outcome domain was measures of self-regulation. There was no academic outcome domain at all.
The strongest federal endorsement of teaching executive function directly says nothing whatsoever about academic achievement, because nobody measured any.
The same pattern shows up elsewhere in the IES catalogue. Teacher-Delivered Behavioral Interventions in Grades K-5, WWC 2025001, December 2024, carries Recommendation 6: "Teach students to monitor and reflect on their own behavior," rated Moderate, with a headline effect size of g = 2.04.
Spectacular until you read the base: three single-case design studies, and "The study samples included nine students and at least three schools in multiple states." Measured on classroom behaviour, not on academics and not on executive function tests.
And in Organizing Instruction and Study to Improve Student Learning, NCER 2007-2004, the metacognitive study-skills recommendation, "Help students allocate study time efficiently," has both of its sub-recommendations rated Low.
Now contrast all of that with the one place where a self-regulatory approach earns the top tier. In Teaching Secondary Students to Write Effectively, NCEE 2017-4002, Recommendation 1 — "Explicitly teach appropriate writing strategies using a Model-Practice-Reflect instructional cycle" — is rated Strong.
The guide discloses that "The evidence base for this practice guide includes studies for which SRSD was the primary intervention," and describes Self-Regulated Strategy Development as "an approach to writing instruction comprised of a set of practices, not a branded curriculum that can be purchased."
That is the shape that works in the federal record. Self-regulation taught inside a content domain, measured on that domain's outcomes. Not a standalone curriculum measured on executive function tasks. It is the same conclusion this site reached from the other direction when mapping writing intervention tools.
The transfer problem, stated honestly
You cannot write about executive function curricula without addressing whether training executive function does anything beyond the thing you trained. The literature here is large, contested, and more negative than the marketing suggests.
The most-cited review is Diamond and Ling, Developmental Cognitive Neuroscience, volume 18, pages 34 to 48, doi 10.1016/j.dcn.2015.11.005, PubMed 26749076. Verbatim: "However, despite claims to the contrary, wide transfer does not seem to occur."
And in the body: "People improve on what they practice, but only on what they practice." Their later and much larger 2019 review of 179 studies puts school programs second-best among all approaches tried, which is a meaningful point in favour of curricula over computerised training.
The near-versus-far meta-analysis is Kassai, Futo, Demetrovics and Takacs, Psychological Bulletin, volume 145, issue 2, pages 165 to 188, doi 10.1037/bul0000180, PubMed 30652908. Near transfer was solid at g+ = 0.44 across 43 comparisons. Far transfer was g+ = 0.11 across 17 comparisons, not significant. Verbatim: "By showing the absence of benefits that generalize beyond the trained components, we question the practical relevance of training specific executive function skills in isolation."
Note the boundary carefully. "Far transfer" there means transfer to an untrained executive function component, not transfer to reading or math. It is a narrower test than most readers assume, and the interventions failed it.
The companion paper, Takacs and Kassai, Psychological Bulletin, volume 145, issue 7, pages 653 to 697, doi 10.1037/bul0000195, PubMed 31033315, pooled 90 studies and 8,925 children.
It confirmed that these skills can be fostered, then added: "We did not find convincing evidence, however, for the benefits to remain on follow-up assessment." And a finding that should give any practitioner pause: the effects "were consistently weaker for nontypically developing children who might actually be more in need of such training."
On the question that matters most to your caseload — does improving executive function improve achievement — the review to cite is Jacob and Parkinson, Review of Educational Research, volume 85, issue 4, pages 512 to 552, doi 10.3102/0034654314561338.
Verbatim: "the review finds that there is a moderate unconditional association between executive function and achievement that does not differ by executive function construct, age, or measurement type but finds no compelling evidence that a causal association between the two exists."
The correlation is not in doubt. Spiegel and colleagues, Psychological Bulletin, volume 147, issue 4, pages 329 to 351, doi 10.1037/bul0000322, PubMed 34166004, pooled 299 studies and 65,605 elementary-age children and found the relations survive, though weaker than bivariate estimates suggest: "although reduced, all relations between EF and academic outcomes remained significant throughout elementary school."
Report the counterweight too, because it exists and it is recent. Napolitano and colleagues, Collabra: Psychology, volume 12, issue 1, article 162294, doi 10.1525/collabra.162294, published June 2026, pooled 178 studies and 655 effect sizes and did find something: "moderate effects on EF outcomes, and small but significant far-transfer effects on domain-specific regulation skills and academic abilities."
The authors immediately qualify it: "bias-corrected estimates suggesting the primary pooled effects are likely modestly inflated." And in neurodevelopmental populations specifically, Bombonato and colleagues in Neuropsychology Review, volume 34, issue 1, pages 98 to 133, report significant far effects on daily life functioning and clinical symptoms.
The defensible summary, and the one you can say to a parent without overclaiming: the association between executive function and achievement is robust. The causal path from trained executive function to academic gains is small at best, sensitive to how the comparison group was designed, and probably somewhat inflated by publication bias.
That is very different from promising a family that a curriculum will raise a student's grades, and it is also very different from "none of this works."
Dosage, and the gap between a trial and a caseload
Look back at the doses in the trials and then at your own schedule.
Unstuck was tested at 28 lessons across a school year, in school, in groups of three to six, by school staff. OST was tested at 20 individual clinic sessions twice weekly over 10 to 12 weeks, delivered by psychologists.
HOPS was tested at 16 sessions of under 20 minutes, one to one, during the school day, in 11 to 19 weeks. CHP-AS was tested at twice weekly after school for an entire academic year.
Only one of those four is deliverable by a once-weekly private practitioner without substantial adaptation, and it is the one whose developer publicly warns that improvements will not extend beyond what was targeted. Unstuck's own publisher states that the clinic-shortened version lacks good efficacy data.
None of that means weekly sessions do not help. The published record supports that claim no better than it refutes it, and anyone telling you otherwise in either direction is going beyond the evidence. What it does mean is that you should say what you are delivering: an adaptation of a program, at a dose the program was not tested at.
The same fidelity gap runs through this site's work on reading intervention programs and math intervention for dyscalculia, and stating it plainly in a treatment plan is better practice than quietly hoping the difference does not matter.
Who is allowed to deliver any of this
Nobody gates it. Not one program in this comparison requires a credential of the person delivering it.
Brookes asks that Unstuck implementers have "basic skills in working with students with special needs" and read the manual. Guilford names an audience for OST but sets no requirement. NASP states nothing for HOPS. SMARTS offers professional development without mandating it. Zones sells training and encourages it, and sells the curriculum to anyone regardless. Seeing My Time's professional course has no prerequisites. There is no 360 Thinking certification at all.
That is a real contrast with the structured literacy world, where the Wilson Reading System must be delivered by a credentialed practitioner and Take Flight states that "Only Take Flight-trained therapists can purchase the Take Flight materials."
If you have read this site's mapping of what the Orton-Gillingham label actually means, the difference will be striking: the reading world argues constantly about who is qualified, and the executive function world barely raises the question.
The obligation therefore falls back on you and on your professional body, not on the publisher. AET's Code of Ethics binds you to practice within your competence whether or not a vendor checks. Nothing about an ungated purchase makes an intervention within your scope.
When several organisations share a vocabulary
This is the fifth time this site has run the same test on a different corner of practice, and it has not failed yet. When a group of organisations all use one phrase, check whether they mean the same thing by it. They usually do not, and saying so is the most useful thing a practitioner-facing article can do.
The pillar comparison of educational therapist, learning specialist and executive function coach found three job titles and one documented credentialing ladder. The map of learning specialist certification found that no organisation confers the credential everyone names. The continuing education roundup found that a CE hour is not a portable currency. The comparison of reading intervention programs found that "evidence-based" means four different things.
The Orton-Gillingham piece found a label that no organisation adjudicates. The executive function assessment comparison found that "Level B" is not one bar. The dyscalculia map found no equivalent of the structured literacy ecosystem, and the dysgraphia map found two incompatible definitions of the same condition sitting inside two respected bodies.
"Executive function curriculum" is the next one on that list. It names a manualised trial protocol, a trade paperback, a licensed subscription platform and a self-regulation program, and those four things have almost nothing in common except the shelf.
The same vocabulary problem runs through the credentials as it does through the curricula. Who may call themselves an executive function coach, what each certifying body publishes, and which coaching credentials carry oversight from a body that did not sell the training, are mapped in how to become an executive function coach.
A decision sequence, not a decision
Nothing here tells you which program to use. It cannot, and an article that claimed to would be selling you something. What it can give you is the order in which to ask.
First, name the object you are buying. Manualised protocol, framework, licensed curriculum or self-regulation program. That single classification answers most of the downstream questions before you ask them.
Second, check whether the version you can deliver is the version that was tested. Dose, group size, setting and deliverer. If any of the four differs, you are adapting, and you should record that you are adapting.
Third, read the publisher's own hedges. They are more informative than the marketing. Unstuck says the clinic version lacks efficacy data. HOPS says gains will not extend past what was targeted. Seeing My Time says research-informed rather than research-based. Those sentences are gifts.
Fourth, separate reach claims from efficacy claims. Schools reached, students served and educators trained are not outcomes. They tell you a product is popular, which is a fact about the market.
Fifth, decide what you will measure, before you start. This is the step that makes the rest survivable. If you set a baseline and monitor it, you do not need the literature to tell you whether it is working for this student. The structure for doing that is the same one you would use for any goal, and the first session is where the baseline gets collected.
Sixth, be accurate about what you tell families. You may say that the association between executive function and school achievement is well established. You may not say that a curriculum will improve grades, because Jacob and Parkinson found no compelling evidence for a causal path and nothing since has firmly overturned that.
Where the published record runs out
The gaps here are as informative as the findings, and a comparison that hid them would be worth less.
No common scale contains these programs. None of the five school-age branded programs appears on either NCII intervention tools chart, and none has a WWC intervention report, as of 12 September 2026. Searches were not exhaustive, and absence from a chart is never a judgement about a program.
Three of the frameworks have no controlled evidence at all for the named product. Smart but Scattered, 360 Thinking and Get Ready Do Done, and Seeing My Time each return zero records for their exact phrase in both PubMed and ERIC. No peer-reviewed controlled trial of SMARTS could be located either. A study could exist under a title that omits the product name.
Several publishers do not publish their own dosage. Brookes states no session length for the ages 8 to 11 Unstuck curriculum. Guilford states none for OST. NASP states no grade band, session count or length for HOPS. Ohio University states none for CHP. In every case the figures in circulation come from the trials, not from the manuals, and the two are not the same thing.
No deliverer qualification is published by anyone. Not one program in this comparison states a required credential. The Seeing My Time certified instructor designation is the closest thing to one, four people hold it, and its requirements are not published.
The Challenging Horizons Program has no published route to acquisition. Its official page is written in the past tense and describes no way for an outside school to obtain it.
The Zones RCTs are not finished. The publisher names four universities with trials underway as of 2025. When they report, the picture may change, and this article will be wrong in a useful direction.
The WWC and the published HOPS paper disagree. The April 2026 WWC review found the organisational outcomes of the largest HOPS trial non-significant where the published paper reports large parent-rated gains. The reason is almost certainly analytic convention rather than error, but no source reconciles the two, and this article does not either.

Frequently asked questions
Is the Zones of Regulation an executive function curriculum?
Not according to its publisher. The Zones of Regulation, Inc. describes it as "the original self-regulation curriculum," grounded in cognitive behavioural theory, building "emotional and behavioral regulation skills." The phrase "executive function" does not appear in its definitional copy. If it is in your executive function toolkit, that classification came from the field, not from the publisher.
Which executive function curriculum has the strongest evidence?
The question does not have a clean answer, because the programs are not the same kind of object and no common evidence scale contains them. Among the manualised protocols, Unstuck and On Target, OST, HOPS and CHP each have at least one peer-reviewed randomised trial. None of them has a What Works Clearinghouse intervention report, and none appears on the NCII intervention tools charts as of 12 September 2026.
Are the Smart but Scattered Executive Skills Questionnaires standardised assessments?
No, and the authors say so. Their own manual states: "this is NOT a norm-referenced rating scale using a stratified sample that matches national or international demographics," and separately, "we don't have 'norms.'" They are structured, useful, and not a substitute for a normed instrument in the assessment section of a report.
Does teaching executive function improve grades?
The honest answer is that nobody has shown it does. Jacob and Parkinson's review found "no compelling evidence that a causal association between the two exists" between executive function and achievement. Later meta-analyses report small far-transfer effects on academic measures, with the authors noting those pooled effects are "likely modestly inflated." None of them does. Brookes asks that Unstuck implementers have basic special-needs experience and read the manual; no other publisher in this comparison sets any requirement. The obligation to practise within your competence comes from your own professional body, not from the vendor.
Can I use a school-tested program in a weekly private session?
You can adapt one, and you should say that you are adapting it. The trials ran at doses a weekly practice cannot match: 28 lessons across a school year for Unstuck, 20 twice-weekly sessions for OST, twice weekly for a full year for CHP-AS. Unstuck's own FAQ notes that for the shortened clinic version, "we don't have good research data on efficacy."
